1. Barry Brook, a leading australian academic, predicts that global demand for mined uranium will rise
at least fourfold over the next 30 years, driven by rising electricity demand and scaling back on fossil fuel dependence.

Thermal reactors currently contributed about 380 GW (gigawatts) of global electricity
supplies, or 15% of total electricity production, which was due to grow by at least four times to about 1.5 TW (terawatts) by 2040. In line with this growth scenario, global ura-
nium consumption would rise from 69 000 tons/year
at present to about 285 000 t/y by 2040. China’s electricity production, a key driver of Australia’s uranium industry, was scheduled to reach between 2 TW and 3 TW by 2050, with global needs in the region of 10 TW.

The world's second biggest economy, which wants to double its provision for its fuel consumption, will make an announcement in June on whether it indends to press ahead with the plants, the Nikkei business daily said.

Japan has few energy resources and relies on nuclear power from 53 plants for nearly one third of its domestic electricity needs.

The government is eager to boost its energy self-sufficiency ratio, which stands at 18 percent at home and at 38 percent with government and corporate interests overseas taken into account, the report said.

The government is looking to build eight nuclear plants by 2020 and at least six more by 2030 to double the figure to 70 percent. It will provide funding to companies looking to work on nuclear power projects

Dr. Richard Nebel has commented to try and clear up some confusion about EMC2 fusion work on Inertial Electrostatic (IEC or Bussard) nuclear fusion

As usual, I seem to have created some misconceptions by my comments. First of all, what we said on our website is that the work on the WB-7 has been completed. We did not discuss the results. If you would like to conjecture what those results are, let me suggest that you notice the fact that we are working on the WB-8 device. The WB-8 was not a part of Dr. Bussard’s original development plan. This device came about as a result of the peer review process which suggested that there were issues that needed to be resolved at a smaller scale before proceeding to a demo. This was a conclusion that EMC2 heartily concurred with. I don’t want to leave people with the impression that everything on the WB-7 is identical to the WB-6.

Secondly, in our contract with the DOD, EMC2 owns the commercialization rights for the Polywell. However, commercialization is not something that we can do with our DOD funding. That is what we would like to look at with any contributions from the website.

This will enable us to:
1. Design an attractive commercial reactor package.
2. Identify the high leverage physics items that most impact the design (i.e. how good is good enough).
3. Give us a base design when we are ready to proceed to the next step.

A team led by Heinrich Hora at the University of New South Wales in Sydney, Australia has carried out computational studies to demonstrate that new laser technology capable of producing short but high energy pulses could be used to ignite hydrogen/boron-11 fuel using side-on ignition.

The high energy laser pulses can be used to create a plasma block that generates a high density ion beam, which ignites the fuel without it needing to be compressed, explains Hora. Without compression, much lower energy demands than previously thought are needed. 'It was a surprise when we used hydrogen-boron instead of deuterium-tritium. It was not 100 000 times more difficult, it was only ten times,' says Hora.

The usual laser compression developed for burning deuterium–tritium (DT) fuel cannot be used for H–11B because densities of 100000 times the solid are needed. Instead, the alternative laser fusion scheme of side-on ignition with uncompressed fuel is proposed to enable ignition of the H–11B fuel along with PW laser interactions. This approach employs a recently discovered laser-plasma interaction technique that uses very high contrast ratio laser pulses (i.e. pulses nearly free from pre-pulses). Plasma blocks of modest temperature are generated causing highly directed ion current densities above 10^10 A cm−2. This new ignition process is termed side-on block ignition, and it is described here in some detail.

The NIF laser is expected to produce ignition by delivering pulses of 1.1 MJ on the ICF target over a few nanoseconds. The ignition campaign at NIF is scheduled to achieve ignition in 2010–2011, demonstrating for the first time on Earth a controlled fusion reaction capable of generating more energy than delivered by the input laser pulse. The DT fusion reaction burns (reacts with) isotopes of heavy hydrogen (deuterium, D) with the super-heavy hydrogen isotope (tritium, T), where the laser irradiation compresses the fuel to more than 1000 times the solid density, causing heating to ignition temperatures of several tens of millions of degrees centigrade. Following on this success, LLNL scientists have proposed a prototype power station for 2020, based on use of a very compact, high efficiency, and high repetition rate diode pumped laser which builds on current laser technology. Simultaneous development of a power plant using similar technology is also proposed for use as an actinide burner to resolve the radioactive waste problem from existing light water reactors.

Parallel to these developments, new schemes for ICF power have been proposed based on the new type of laser offering more than PW (petawatt) pulses over picoseconds. The basic scheme is to use a slower pulse laser to initially compress a target to reasonably high density and then use this PW laser to heat (ignite) some volume in the target, which will burn into the rest of the high density fuel. Called fast ignition (FI), this method significantly reduces input power requirements, hence giving higher energy gain operation. If achieved, this approach promises a higher performance power plant than possible with the conventional direct compression and burn of the ICF operation. For one of these FI options, a design by Nuckolls and Wood using electron beam ignition, initial compression to only about 10 times solid state density is needed. The ignition occurs with very intense electron beams (of 5 MeV energy). These PW laser beams interact with the pre-compressed target through highly non-linear effects. This technique arrives at fusion gains of 10000. A pre-compression of the target to about 1000 times solid-state density is required to generate the intense electron beam.

This paper now reports on another method8 that uses PW–ps laser pulses without high pre-compression of the target. It uses side-on ignition of the target at normal solid state or slightly increased density. The technique follows mechanisms which were actually observed in 1972. However, according to these early results, it appeared impossible to use this in a practical system.

The use of nonlinear force driven plasma blocks with the ultra-high current densities using a PW–ps laser-plasma interaction permits a come-back of the side-on ignition of uncompressed DT.

Side-on ignition for fusion using plasma blocks driven by nonlinear forces laser interactions is based on preventing self-focusing of the laser beam as previously described. This requires strong suppression of laser pre-pulses, i.e. a contrast ratio higher than 10^8, for times dozens of ps before arrival of the main pulse. The resulting plasma blocks have high momentum and are directed back towards the incoming laser beam. Momentum conservation causes an imploding block of plasma towards the inner portion of the target fuel. This implosion produces an inward moving thermonuclear reaction shock front as elaborated in the work by Chu. If the laser is obliquely hitting the plane target, the direction of the nonlinear force accelerated blocks is mainly perpendicular to the target surface, with minor deviations due to collision absorption, anticipating the later derived TNSA (target normal sheet acceleration) by Wilks from his discovered particle-in-cell computations

A much more detailed analysis is needed but at least the basic characteristics for side-on ignition are clearly visible. Most significant are the very surprising results that uncompressed H–11B can be ignited. This fusion energy generation with laser pulses in the range of few dozens of PW power and ps duration can achieve H–11B power production. The remarkable fuel avoids neutron generation, results in negligible radioactivity, and allows direct energy conversion, which in turn reduces heat pollution. Such a power plant is ideal for stationary electrical generation in a power station or for space propulsion. Modest pre-compression by chemical driving or with high density cluster methods55 could improve performance even further especially for p–11B. The X-ray radiation produced in the reaction chamber is 200 keV which can be screened off and does not lead to nuclear reactions in the power stations. This provides an exciting vision of a very attractive sustainable future power plant for worldwide use. Its achievement will depend on continued advances in laser optics, target physics and power conversion technology. However, the studies reported here show that such a system is rather close at hand—something not realized before, since p-11B ignition had always been viewed as virtually impossible

The advent of ultra-high power lasers allows laser power levels that are about 1000 times the power of all the power stations in the USA. This opens the way to new approaches for inertial confinement fusions (ICF) that in turn can drastically reduce the laser input energy needed to achieve practical ICF power. The specific approach discussed here involves inducing a fusion burn wave by laser-driven impact of a relatively large block of plasma on the outside of a solid density fusion target. This new method is specifically selected to enable the extremely attractive, but demanding, neutron-free proton–B-11 fusion that potentially can lead to the long sought goal of an ultra clean fusion power plant.

Conventionally, the fusion process occurs with deuterium and tritium as fuel. The fuel is spherically compressed - meaning compression occurs from all directions - with laser irradiation to 1000 times its solid state density. This ignites the fuel, producing helium atoms, energy and neutrons which cause radiation. Fusion is also possible with hydrogen and boron-11, and this could produce cleaner energy as it does not release neutrons, explains Hora.

The first re-use of nuclear fuel in a Candu reactor has started at Qinshan nuclear power plant in China.

Over the next six months, another 24 of the 'natural uranium equivalent' (NUE) bundles will be used in two of the reactor's fuel channels. If successful over a one-year trial, this practice could help China get more energy from its imported uranium and reduce stocks of highly-radioactive used nuclear fuel at the same time.

To make this first batch of NUE fuel, Qinshan managers collaborated with AECL, the Nuclear Power Institute of China and China North Nuclear Fuel Corporation. Fuel that had previously been used was processed to recover unspent uranium and this was mixed with some depleted uranium to achieve a mix with the same overall characteristics as natural uranium. Technical challenges in doing this included the highly-radioactive nature of the used fuel and achieving the right blend of depleted uranium and the recovered stocks still enriched up to around 1.6%.

A report late in 2009 suggested that China should build another two Candu reactors as part of a used fuel managment strategy.

A program in South Korea has pursued similar goals for some time. Dupic (Direct Use of PWR fuel in Candu) envisages the used fuel pellets from PWR fuel being broken up, heated to drive off radioactive fission products and then reformed for use in Candu fuel. Using Candu reactors in a similar way is also under investigation in Ukraine.

Canada Atomic Energy of Canada needs this to work for any meaningful future for its reactors and the company. The only other business for the makers of CANDU would be supporting the legacy fleet of reactors until they are decommissioned. This would provide them with a unique capability and niche service for extending uranium supplies. This would last until there were other better ways to extend uranium with better deep burn reactors.

The deuterium atoms in a gallon of seawater, for instance, could theoretically produce as much energy as burning 300 gallons of gasoline. The fuel contained in 50 cups of water could yield as much energy as burning two tons of coal. The problem is, how do you create a controlled reaction with enough temperature and pressure to get those nuclei fused together?

You won't hear Rick Nebel talking about fusion as a challenge requiring billions of dollars and decades of experimentation. For the past couple of years, Nebel heads up a handful of researchers following the less-traveled path to fusion at EMC2 Fusion Development Corp. in Santa Fe, N.M. That path involves creating a high-voltage chamber to sling ions so energetically at each other that at least some of them fuse and release energy.

EMC2 recently created a buzz in the fusion underground by reporting on its Web site that a series of experiments was able to "validate and extend" earlier results reported by the late physicist Robert Bussard. The company is now using a $7.9 million contract from the U.S. Navy to build a bigger test machine, known as WB-8. (WB stands for "Wiffle Ball," which refers to the shape of the machine's magnetic fields.)

Success isn't assured. The WB-8 experiment could conceivably show that the approach pioneered by Bussard, known as inertial electrostatic confinement fusion or IEC fusion, can't be scaled up to produce more power than it consumes. And if Nebel's team comes to that conclusion, he doesn't plan to pull any punches.

"No B.S. and no excuses," Nebel told me over the weekend. "If it looks like we have a problem with this, we're going to tell them."

But if IEC fusion actually works, Nebel wants to be ready to commercialize the technology. "Generally what you want to do is have one machine operating, one machine being built, and one machine designed," he said. "We want to be in a position that if we have good results from WB-8, we can hit the ground running."

That's what the contributions being sought under the umbrella of the New Mexico Community Foundation would go toward, he said. Nebel doesn't expect anything near $200 million to start with. "We're just looking for a few hundred thousand to do the design work and do some basic physics on this," he said. "There are some open questions we have to take a look at."

The EMC2 Fusion Web site sports a picture of a 100-megawatt WB-D fusion demonstrator, which looks like a cube about 20 feet on a side. Nebel said the eventual design may not look like the picture, but he does believe the best path to success leads to relatively small-scale reactors rather than the mega-reactors envisioned by ITER's backers.

"The key to making any of these things attractive is being able to make them small," he said.

Nebel can't yet predict whether his path will pan out. Some experts say the equations of plasma physics suggest that Wiffle Ball devices can never produce more power than it consumes, and that IEC research is destined to lead to a dead end. But so far, Nebel sees no reason to stop moving ahead. "It's been quite a trip on this thing," he said, "and I have a feeling this is going to continue."
Steven Chu says one of the most promising areas is small modular reactors (SMRs). If we can develop this technology in the U.S. and build these reactors with American workers, we will have a key competitive edge.

Rod Adams points out

Those are some terrific words, but the message loses some of its impact when the numbers are revealed later down the page. In the 2011 budget, the Administration requested just $39 million for a program aimed specifically at small reactors. That amount of money would not even pay for the Nuclear Regulatory Commission costs of reviewing the license for a single nuclear energy system design certification. In an agency whose total budget request is in excess of $28,000 million ($28 billion), a $39 million line item gets lost in the decimal dust

The Department of Energy's budget request for FY2011 currently includes more than $1,000 million for small, light water reactors whose allowed market is limited to military vessels. It would seem that technologies used in that program could be used as the basis for prototype licenses for systems like the mPower and NuScale in a process that could take far less than 10 years.

The development of small modular reactors could be accelerated by placing them at remote military bases with extra containment so that real world prototypes can be made without the ten year delay.
Bloomberg reports - China has approved the construction of 28 more nuclear power reactors under a revised target for 2020 to meet rising demand for clean energy and accelerate development of the industry.

Each of the one-gigawatt reactors will cost as much as 14 billion yuan ($2.1 billion), Mu Zhanying, general manager of the state-run China Nuclear Engineering Group, said in an interview in Beijing today. Under the original plan announced in 2005, China was to spend 400 billion yuan to add 40 gigawatts of nuclear capacity by 2020 to help reduce reliance on more polluting coal and oil. The capacity will exceed 70 gigawatts by then under the revised plan, Wang Binghua, chairman of the State Nuclear Power Technology Corp. It would take 50 months to build one reactor, according to Mu.

I had a great chat about Smart Buildings the other day with IBM’s VP Energy and Environment, Rich Lechner.
Why are smart buildings important? Well, as Rich says, in the US buildings are responsible for about 70% of the energy consumption and for about 40% of the greenhouse gases emitted.
When you combine that with the fact [...]

The Enterprise Irregulars blog is sponsored by . Work. Online.

"China is adjusting its mid- and long-term nuclear plan and judging by current work preparations, nuclear capacity by a conservative standard will reach 70-80 GW by 2020," Huang Li, deputy head of the National Energy Administration's energy saving and equipment department

Huang Li said the government is drafting a plan to increase hydropower capacity to 270 GW by 2020. The goal would be 37 percent higher than the current 197 GW.

Those statements are roughly in line with rumored energy generation targets for China.

In 2006/7 the projection was that China would have about 35% power from non-fossil fuel sources in 2020. 270GW Hydro, 40GW nuclear, 123GW from renewable if targets are reached

In 2009, the rumored energy targets for China for 2020 were 300 GW Hydro, 75GW nuclear, 150GW from renewable if targets are reached. 46% of power would be from non-coal sources if natural gas usage is increased as projected.

The government's official survey data show the country could theoretically generate 694 GW from hydro sources, of which about 541 GW is technically feasible and 401 GW is economically feasible.

China's power use reached 272.1 billion kWh in February, up 10.54% year on year, according to the latest statistics released by the National Energy Administration.

Large-scale construction of China's modernized electricity network or smart grid is slated to begin in 2011, according to the nation's power grid operator.

The timeline for the comprehensive system, designed to increase the country's power transmission capabilities, will run from 2011 to 2015.

Inertial Electrostatic fusion can make power at about 5/8 the cost of conventional plants (most is BOP, Balance of Plant costs) process steam at 1/3 the cost of others, make synfuels (ethanol) at less than $0.5/gallon, destroy nuclear waste, and make space engines commercial, etc, etc. The basic physics is summarized in Bussards IAC paper in October, 2006. And in much earlier papers in the early 1990's. All still valid.

Russia's state-owned nuclear company earlier said six of the reactors would be built by 2017.

Russia is already building two reactors in the southern Indian state of Tamil Nadu.
Russia is competing with French and US firms for contracts to build nuclear power plants in Asia's third-largest economy which is looking to increase its energy supply to sustain rapid economic growth.

Coal still accounts for more than 50% of India's energy use - but a substantial expansion of nuclear power reactors is proposed over the next few decades.
Uprates, plant life extensions and operating efficiency improvement are the fastest way to grow the current nuclear capacity and can provide 15-50% more nuclear power over the next 15 years (even without new nuclear power plants).
In a paper published online Feb. 22 in Atmospheric Chemistry and Physics, MIT Researchers (Wang and Prinn suggest) that using wind turbines to meet 10 percent of global energy demand in 2100 could cause temperatures to rise by one degree Celsius in the regions on land where the wind farms are installed, including a smaller increase in areas beyond those regions. Their analysis indicates the opposite result for wind turbines installed in water: a drop in temperatures by one degree Celsius over those regions. The researchers also suggest that the intermittency of wind power could require significant and costly backup options, such as natural gas-fired power plants.

The researchers indicate that more research and experiments are needed to confirm their findings. The...
Fusion Transmutation of Waste: Design and Analysis of the In-Zinerator Concept (2006, Sandia report, 102 pages)

The separation and transmutation of transuranics is part of a solution to decreasing the volume and heat load of nuclear waste significantly to increase the repository capacity. A fusion neutron source can be used for transmutation as an alternative to fast reactor systems. Sandia National Laboratories is investigating the use of a Z-Pinch fusion driver for this application. This report summarizes the initial design and engineering issues of this “In-Zinerator” concept. Relatively modest fusion requirements on the order of 20 MW can be used to drive a sub-critical, actinide-bearing, fluid blanket. The fluid fuel eliminates the need for expensive fuel...
Ecomotors Opposed-Piston Opposed-Cylinder Engine could make class 8 trucks 45% more fuel efficient Ecomotors has a goal to demonstrate, in 2010, the automobile industry's first 5-passenger car capable of 100 mpg on the EPA highway cycle.

Greencarcongress reports - With a two-module application configured at the appropriate power level (to deliver a combined 480 hp), the opoc unit could deliver about 45% better fuel efficiency compared to a conventional heavy-duty diesel engine in a Class 8 truck, the company suggests, while delivering emissions at the US Tier 2 Bin 5 level (the 50-state level in the US for diesel light duty vehicles).

With no valvetrain, the opoc engine has 40% less friction than conventional valve-controlled engines. The engine design...
1. Sundrop Fuels, a startup based in Louisville, CO, says it has developed a cleaner and more efficient way to turn biomass into synthetic fuels by harnessing the intense heat of the sun to vaporize wood and crop waste Its process can produce twice the amount of gasoline or diesel per ton of biomass compared to conventional biomass gasification systems, the company claims.

2. With one bottle of drinking water and four hours of sunlight, MIT chemist Dan Nocera claims that he can produce 30 KWh of electricity, which is enough to power an entire household in the developing world.

Sun Catalytix was awarded $4 million in government funding through the new ARPA-E agency

Parsons Brinckerhoff, the international engineering consultant and leading power specialist, has issued the 2010 update to its Powering the Nation report to reflect recent major changes in the economy and in the power plant market

The generating costs (p/kWh - pence per kilowatt hours) for each generation type are shown as a distribution of likely values rather than a single estimate. The company believes this provides a more realistic approach for the range of uncertainty in plant costs applicable to each type. Data is also presented as a typical breakdown of cost contributions from different elements including capital, fuel and other operating costs. Full details are available online

The 5 page pdf for Powering the Nation 2010 update is here

MIT has discovered a new form of energy called thermopower waves in Carbon nanotubes Like a collection of flotsam propelled along the surface by waves traveling across the ocean, it turns out that a thermal wave — a moving pulse of heat — traveling along a microscopic wire can drive electrons along, creating an electrical current.

Nature Materials- Chemically driven carbon-nanotube-guided thermopower waves

Theoretical calculations predict that by coupling an exothermic chemical reaction with a nanotube or nanowire possessing a high axial thermal conductivity, a self-propagating reactive wave can be driven along its length. Herein, such waves are realized using a 7-nm cyclotrimethylene trinitramine annular shell around a multiwalled carbon nanotube and are...
March 5, 2010, NPR's (National Public Radio) Science Friday had a segment on what's next for the technology of nuclear power ? It was the second segment in the second hour of the show.

From small-scale nuclear power plants to advanced reactor designs, what's next for the technology of nuclear power? We'll talk about some of the technology changes involved in proposed new reactor designs under consideration by the Nuclear Regulatory Commission. We'll also look at the idea of small-scale nuclear -- building a power plant to support a community, rather than an entire state. Will downsizing make the nuclear any more appealing?

Guests:

Haaretz - discusses the situation with Israel, Iran and United States in regards to Iran's nuclear bomb ambitions

Netanyahu is playing poker and hiding his most important card: the Israel Defense Forces' true capabilities to destroy Iran's nuclear installations. If he attacks, he is risking a war of attrition in which Tel Aviv will be hit by missiles and Ben-Gurion International Airport will be closed. And the longer the violence continues, the more international firms will leave the country; the talented and wealthy will abandon it, too.

Netanyahu sees the same danger, but from the other side. He believes that if Iran goes nuclear, the elites and high tech will leave and the economy will be destroyed, so an Iranian bomb must be prevented.

Netanyahu managed...
1. China's Energy Administration (Regulates China's nuclear and other energy industries) is moving to allow more power companies are able to build and operate nuclear power plants.

Soon independent power producers like Huaneng Power International Inc. (HNP) and Datang International Power Generation Co. (0991.HK), could join the ranks of approved developers like China National Nuclear Corp., China Guangdong Nuclear Power Holding Corp., and China Power Investment Corp., the Yuanta analyst said.

In a research note, Min said that Sichuan and Guangxi provinces may follow other areas like Jiangxi, Hunan and Hubei in building inland nuclear power plants

2. Belgian nuclear scientists have been given the go-ahead to work towards an advanced new research reactor system...

Transonic Combustion, based in Camarillo, CA, has developed a gasoline fuel injection system that can improve the efficiency of gasoline engines by 50 to 75 percent, beating the fuel economy of hybrid vehicles. A test vehicle the size and weight of a Toyota Prius (but without hybrid propulsion) showed 64 miles per gallon for highway driving. The company says the system can work with existing engines, and costs about as much as existing high-end fuel injection.

Transonic Combustion uses supercritical-state fuel to radically shift the technological benefits of the automotive internal combustion engine This technology was featured at the ARPA-E Innovation summit and has DOE funding.

TSCi Fuel Injection achieves lean combustion and super efficiency by running gasoline, diesel, and advanced bio-renewable fuels on modern diesel engine architectures. Supercritical fluids have unusual...
